If you're going to finance your newly imported airplane, chances are the current owner will have to register it with the FAA prior to the finance company giving you the money. The stated purpose of this is to allow the company to do a Title Search. The importer shouldn't have difficulty with the paperwork, but it may take more than 4 weeks for the FAA to process the registration. Best to make sure it's registered before you get the financing. Most finance companies want to close in 60 days.
